Industry.
After agriculture, the next biggest user of water is industry! Industry uses about 22% of the Earth's available water source! But you may ask, how does industry use such a large amount of water? Well, industry requires water for many needs. For example, a coolant, as a solvent, for washing, and for diluting pollutants when releasing them into the enviroment. Different products require different amounts of water in their production. The plastic industry uses a huge amount of water. If the water being used in industrial activities isn't cleaned or diluted before leaving the facility, it can affect/harm the enviroment. But it is up to the government to control the industry's water use, based on enviromental and other regulations. Governments do not prevent industry's from using water, because industry is a key factor to a country's economy as it provides jobs, products, and services.
